It is planned that the system will start collecting information from online cinemas as early as 2021.

Video services do not publish data on impressions and only transmit a small part of audience data to producers, USA film companies complained. The state does not have these data either, but they are needed to assess the effectiveness of budgetary support for cinema, ”said the head of the department Vladimir Medinsky.

Thus, in the amendments, a definition of online cinema appeared, which reads: "Online cinema is a service that provides the ability to view a set of films via the Internet for a fee and (or) subject to advertising." Viewer data will come from all online services, both domestic and foreign. The fines for failure to provide information are likely to be the same as for conventional cinemas.
