The fate of further adaptations of Tolkien's works dedicated to Middle-earth depends entirely on the writer's heirs. As reported by The Hollywood Reporter, this comment was made by Peter Jackson at a press conference on the premiere of The Hobbit: The Battle of the Five Armies.

"This is a purely legal issue. The Tolkien Heirloom Foundation controls the rights to all of the professor's works, except for The Lord of the Rings and The Hobbit, which the writer sold in the 60s," said the director. Note that rumors about the possible development of the history of Middle-earth on the screens were caused by an ambiguous statement by Ian McKellen, which the famous actor made at the premiere. In particular, he said that "the last part of the trilogy will not necessarily be the end of this journey."
