The reason is the protracted confrontation between the city authorities and the public organization Frends of the Parks, seeking to ban the construction. The latter was not satisfied with both the places for construction proposed by the authors of the project. "In the endless litigation with Frends of the Parks, which seeks to protect the parking lot, there will be no winners, and no one will be able to benefit from it," Lucas himself commented on his decision. "The missed opportunity will not only rob us of a world-class cultural landmark, but it will cost Chicagoans thousands of jobs, millions of dollars in investment and endless educational opportunities for the city's youth," Mayor Rem Emanuel said in a statement.
