HBO, after approving a pilot episode of Steve McQueen's "Code of Conduct", decided to order production of the series with a limited number of episodes. Oscar-nominated McQueen ("12 Years a Slave") will direct all six episodes of the series, written by Matthew Michael Carnahan ("War of the Worlds Z"). Both will executive produce with Ein Canning and Emil Sherman (The King's Speech), Russell Simmons (Dead End) and Alan Paul (The Client Is Always Dead). For McQueen, Standards of Conduct will be his television debut.

The drama, co-authored by McQueen with Carnahan, is described as a provocative story centered on the young African American Beverly Snow (Devon Terrell), trying to get into high society in New York. A Queensian, Snow is talented and ambitious. Self-confidence allows him to be in the circles of the Manhattan elite and try to find a niche in them for himself. The drama also stars Paul Dano (Captives), Helena Bonham Carter (Alice in Wonderland) and Rebecca Hall (Vicky Cristina Barcelona).
