In 1986, General Motors closed several of its factories in Flint, Michigan, leaving thousands of people unemployed. Many of them soon began showing symptoms of depression. The situation was quickly taken advantage of by drug dealers who literally flooded the streets with cocaine, marijuana and LSD. A year later, Flint was recognized by experts as one of the worst cities in the United States.

Officers Debbie Williams and Lacey Brown managed to save Flint, who, after several months of undercover work, managed to obtain information about drug trafficking schemes. The police department had neither the funds nor the people to arrest all of the suspects, which led to a plan to invite drug dealers to a fake Williams and Brown wedding. The operation was such a great success that the Drug Enforcement Administration uses it to this day as a benchmark in training its agents.
